Mill Street/Main Street

2. Status

Applications appealed to the Ontario Municipal Board.  See below.

3. Description

The applicants are proposing a condominium development in downtown Milton.  The applicants propose a new mixed-use residential/commercial building consisting of two towers above decked parking and a grade level podium. The retail space within the podium would be constructed at grade and would have direct access to Main Street.

The West Tower (the taller of the two), is proposed to be 18 storeys including mechanical penthouse and would have an overall height of approximately 76.8 metres above the centerline of Mill Street and approximately 71.8 metres above the centerline of Main Street.  This height would appear to be equivalent to a 20-storey building based on a standard residential storey (floor to floor) height of 3.8 metres.  It would contain a total of 127 residential condominium units located on floors 4 to 17.  

The East Tower is proposed to be 13 storeys including mechanical penthouse and would have an overall height of approximately 57.2 metres above the centerline of Mill Street and 52.2 metres above the centerline of Main Street. This height would appear to be equivalent to a 15-storey building also based upon a standard residential floor-to-floor height of 3.8 metres.  It would contain a total of 35 residential condominium units located on floors 4 - 12.  

There are a total of 190 residential condominium units proposed within the entire development.

4. Zoning By-Law Implications

A zoning by-law amendment would be required to amend the current Central Business District (CBD-A) zone to a site-specific Central Business District (CBD-A*---) zone, to permit the proposed development on the subject property.

The purpose of the local official plan amendment is to amend the Town of Milton Official Plan to add a Specific Policy Area that allows increased height limits and to permit high density residential uses in conjunction with commercial uses on the subject property.

The required Statutory Public Meeting was held on Monday, June 27, 2016. Members of the public were invited to obtain information, make a verbal presentation and/or written submission, to identify issues of concern and/or express views in support of, or in opposition to, the proposed application at the Statutory Public Meeting only.  

6.  Next Steps

The applications have been appealed to the Ontario Municipal Board.  Any further notice regarding these appeals and the subsequent hearing will be provided directly by the Ontario Municipal Board.

3. Zoning By-Law Implications

A zoning by-law amendment is required to amend the current Residential Low Density (RLD) zone to a site-specific Residential Low Density (RLD*--) zone to allow the proposed office uses on the subject property.

The purpose of the local official plan amendment is to amend the Town of Milton Official Plan to add a site-specific designation within the Central Business District Low Residential Sub Area designation to allow ground floor office uses on the subject property.

Historic Downtown Milton - Central Business District

3. Description

The proposed policy changes bring forward a more flexible policy framework. These changes are being brought forward in accordance with the Town of Milton Downtown Study that was endorsed by Council in January of 2017.

The purpose of the applications initiated by the Town of Milton is to bring forward new Zoning Bylaw designations and Local Official Plan Policies within the Milton Downtown.

Development Application: The purpose of the rezoning application is to rezone the subject lands from the current Residential Low Density (RLD) Zone to a site-specific Residential Medium Density 2 (RMD2-***) Zone to facilitate the proposed construction of nineteen (19) townhouse units within four (4) blocks, including the two (2) units to be located within the existing single detached dwelling. The lands currently contain a single-detached dwelling at the north end of 248 Martin Street with former industrial buildings located to the south and west at 250 Martin Street.  The single detached dwelling will be retained, with a minor addition proposed and the dwelling converted to two (2) dwelling units.
