The area referred to as the Boyne Survey Secondary Plan Area within the Town of Milton, is the third of three planned residential areas of growth, designated as such within the current Milton Urban Expansion Area boundary, being implemented as part of the Halton Urban Structure Plan (HUSP).
Prior to development in this area, it is necessary to prepare a secondary plan document (a more detailed policy framework for the area) along with supporting studies including a Retail Market Analysis Update and a Comprehensive Zoning Bylaw Review in relation to intensification. The secondary plan will provide detailed policies on matters such as land use, urban form and design, intensification and alternative housing form opportunities, transportation/transit, parks and open space systems, functional servicing and stormwater management including a comprehensive fisheries compensation and monitoring plan, heritage preservation and other related issues for the Boyne Survey planning district.
Macaulay Shiomi Howson Ltd. has been retained to lead the Boyne Survey Secondary Plan study process. In addition, they are responsible for the land use planning component of the project. The study team also includes the following technical specialists:
The Boyne Survey Secondary Plan Study Area is located in the Milton Urban Expansion Area, south of the existing Bristol Survey and Sherwood Survey Secondary Plan Areas (See Map). The area is approximately 930 hectares (2,300 acres) in size and is bounded by Louis St. Laurent Avenue to the north, James Snow Parkway to the east, Britannia Road to the south and Tremaine Road to the west.
The Milton Education Village Area is a 165 hectare (400 acre) site located on the west side of Tremaine Road between Derry Road and Britannia Road (See Map). Included within the lands is a 60 hectare (150 acre) site which is to be used for the development of a university campus. The Education Village Area is included as part of the Boyne Survey Secondary Plan study process.
Note: The series of technical background studies that will be completed as part of the secondary plan study and the study areas for the technical work in some cases will extend beyond the secondary plan study area outlined above.
On June 14, 2010, Town of Milton Council passed By-law No. 068-2010 (4MB pdf), which adopted the proposed Boyne Survey Secondary Plan (Official Plan Amendment Number 30) under Section 17(23) of the Planning Act.
Official Plan Amendment No. 30 requires the approval of the Regional Municipality of Halton (the approval authority) under subsection 17(22) of the Planning Act. Any person or public body will be entitled to receive notice of the decision of the approval authority if a written request to be notified of the decision (including the person’s or public body’s address) is made to the approval authority. The approval authority of this proposed Official Plan Amendment is the Regional Municipality of Halton. Any written request to be notified of the decision should be directed to Susan Lathan, Regional Clerk and Director of Council Services at 1151 Bronte Road, Oakville Ontario, L6M 3L1.
No later than 20 days after the day that the giving of notice is completed, all or part of the decision of the approval authority may be appealed to the Ontario Municipal Board by filing a notice of appeal with the approval authority. Only those persons or public bodies who, before the plan was adopted, made oral submissions at a public meeting or written submissions to the Council, are permitted to file an appeal.

The Draft Boyne Survey Secondary Plan (5MB pdf) is now available for public comment. Hard copies of the draft secondary plan are available for review in the Planning & Development Department, (2nd Floor, Town Hall East), 150 Mary Street; and at the Milton Public Library (Main Branch - 45 Bruce Street and Beatty Branch - 945 Fourth Line).

Presentation to Landowner/Developer Sub-Committee (LDSC) – November 13, 2008 (4MB pdf)
A meeting was hosted by Town staff and the Consulting Team to set up a Landowner/Developer Sub-Committee (LDSC) for those individuals/groups who are considered “major” landowners within the study area. A “major” landowner is someone who owns a parcel of land, approximately 10 acres or more in size, within the Boyne Survey/Milton Education Village study area. The presentation was given by the consultants and Town staff regarding the general secondary plan process, anticipated issues, financial requirements, and the general work plan schedule (benchmarks & anticipated timing) for the project.
