Halton Municipalities Issue Second Response to CN’s Submission to the Canadian Environmental Assessment Agency

On Monday, April 27, the five Halton municipalities (the Town of Milton, the Town of Oakville, the Town of Halton Hills, the City of Burlington and Halton Region) issued a second response to the Canadian National Railway Company’s (CN) project description for its proposed Milton Logistics Hub. The project description was submitted by CN to the Canadian Environmental Assessment Agency (CEAA) and was available for public comment through CEAA’s website until Monday, April 27.

The response submitted on Monday follows a letter that the Halton municipalities sent to CEAA on Friday, April 17. It urges CEAA to consider all environmental impacts this project may have on federal interests, including railway safety for new rail lines and crossings, railway noise, emissions of toxic substances and greenhouse gases, transportation and rail line storage of dangerous goods, destruction of habitat, and lost habitat for threatened bird species.

The updated response also echoes the initial letter in suggesting that the proposed project should be subject to a full environmental assessment by CEAA. It provides detailed support for this position, highlighting three main points:

  • The project is not simply a rail yard; it includes numerous physical activities that have potential to cause significant adverse environmental effects on matters of federal concern.
  • The designated project and its incidental physical activities will require several federal approvals to prevent significant adverse environmental effects on matters within federal jurisdiction.
  • It is imperative that CEAA obtain additional information from CN to determine the full array of applicable federal approvals.

CEAA will now review the feedback it received through the public consultation period and determine whether the project requires an environmental assessment. If CEAA determines that the assessment is necessary, the public will have additional opportunities to provide input on CN’s proposal. Notice of CEAA’s decision will be posted on its website by Friday, May 22, 2015.
