Overview
If your organization plans to run a lottery event in Milton, you must apply for a lottery licence before conducting any activity.
Lottery licences help ensure fundraising activities are fair, transparent, and compliant with provincial regulations. In Ontario, lottery licensing is governed by the Government of Ontario and the Alcohol and Gaming Commission of Ontario (AGCO).
This page explains who can apply, what you need to get started, how the process works, and when you may need to contact the AGCO directly.

Before you apply, make sure your organization:

Is a charitable or religious organization eligible for lottery licensing

Has reviewed the eligibility requirements outlined in the application

Is planning a lottery that falls within the Town’s licensing authority
If your lottery does not fall under the Town’s jurisdiction, you will need to apply directly through the AGCO.
To apply for a lottery licence, you must first complete the online eligibility process.

To apply for a lottery licence, you must first complete the eligibility process. Complete the Eligibility Application for Lottery Licensing at least 60 days before your event, as some licences require additional review by other agencies.

Wait for confirmation of your organization’s eligibility.

If your organization is eligible, you can apply for a lottery licence.
Lottery licence fees are based on the prize value. The fee is 3% of the total prize value.
Some lottery licences are issued directly by the Alcohol and Gaming Commission of Ontario (AGCO). If your lottery does not fall under the Town’s authority, you must apply through the AGCO.
Alcohol permits are separate from lottery licensing and are issued by the AGCO.
The AGCO issues permits for:

Special occasion events

Food and alcohol establishments

Extensions to existing liquor licences

Catering events

After you submit your application, Town staff will review it to ensure it meets eligibility and licensing requirements. If your organization meets the requirements, you will be contacted with next steps to apply for a lottery licence.
Once your licence is issued, you may proceed with your event.
