150 Steeles Milton Inc. and 248 Martin Inc. have applied for an Official Plan Amendment, Zoning By-law Amendment and Draft Plan of Subdivision to redevelop the lands located at 150 Steeles Avenue East, 248, 250 and 314 Martin Street (subject lands). The purpose of the proposed Official Plan Amendment is to establish new land use designations and policies that apply to the entirety of the subject lands in order to facilitate the development of a mixed-use community that includes a range of residential densities, at-grade commercial uses, natural heritage system, open space/parkland area and trails, new roads and a stormwater management pond. The subject lands comprise an area of 20.8 hectares.
The purpose of the proposed Zoning By-law Amendment is to establish site-specific zoning permissions and provisions to facilitate the proposed development. The proposed Zoning By-law Amendment identifies the following zones for the subject lands: a site-specific Medium Density Residential II zone, a site-specific Mixed-Use zone, an Open Space zone and a Future Development zone. The limits of the natural heritage system and associated buffers were previously approved through a zoning by-law amendment (By-law 099-2023) and apply to 5.35 hectares of the subject lands.
Buildout of the proposed development is intended to occur over two phases. Phase 1 includes development on the eastern portion of the subject lands, at-grade commercial uses, a stormwater management pond with public realm elements, natural heritage system and four new public roads. Phase 2 will include development on the western portion of the subject lands, at-grade commercial uses, open space area, a new public road and future development blocks.
Phase 1 of the proposed development includes the development of 1,065 residential units (955 apartment units and 110 townhouse units). As part of phase 1, there are four proposed apartment buildings, ranging in height from six to ten storeys, one mixed-use building at eight storeys in height with at-grade commercial space (522 square metres) and three-storey townhouse buildings. Phase 1 of the proposed development also includes 1,438 parking spaces, mostly provided in underground structures, and 1,139 bicycle parking spaces. The overall first phase net density includes a floor space index (FSI) of 2.07. Phase 2 will advance in the future and will require a future zoning by-law amendment application. A potential total site-wide assumption of 4,115 units at full build-out, a total net density of 3.55, has been used for purposes of the technical analyses.
