In accordance with the provisions of the Planning Act, this is to advise that Milton Land Four Investments Inc., York Trafalgar Properties Ltd. and Wilfrid Laurier University have applied for a Plan of Subdivision and Zoning By-law Amendment.
Location
Parts Lots 8 & 9, Concession 7 NS, Nelson Township within the Town of Milton.
The subject property is within Ward 4 and generally located north of Louis St. Laurent Avenue bound by Tremaine Road and Bell School Line. For greater context, the subject lands abut the Mattamy National Cycling Centre (Velodrome).
Applicant's Proposal
The proposed Plan of Subdivision and Zoning By-law Amendment applications seek to establish permissions for and block limits of a Stormwater Management Pond (and ancillary infrastructure/channel lands) adjacent to the Milton Education Village (MEV). The proposed Stormwater Management Pond will support the development of the Secondary Plan area and provide research opportunities for postsecondary institutions within the MEV.
The Rural Zoning By-law Amendment (to Zoning By-law 144-2003, as amended), seeks to re-zone a portion of the subject lands from Agricultural (A1) to Greenlands A (GA) to recognize the channel block and an Open Space (OS*XX) Zone to permit a Stormwater Management Pond, academic research and recreation/conservation uses. The Urban Zoning By-law Amendment (to Zoning By-law 016- 2014, as amended) seeks to re-zone the channel lands (directly south of the Enbridge Gas corridor) from Future Development (FD) to a Natural Heritage Systems (NHS) Zone.
Planning Act Requirements
The Planning Act requires that all complete applications be processed. The applications are now being circulated to Town Departments and Agencies for technical review. No decision has been made regarding the applications.

Notice of the Statutory Public Meeting will be given in accordance with the Planning Act requirements. The Statutory Public Meeting to be held on Sept. 8, 2025 at 7 p.m. in Council Chambers at 150 Mary St., Milton. This is where members of the public will be invited to obtain information, make a verbal presentation and/or written submission, to identify issues of concern and/or express views in support of, or in opposition to, the proposed application.
