The Town of Milton recently completed a Master Plan in accordance with Phases 1 and 2 of the Municipal Class Environmental Assessment (EA) process to prepare a site-specific Transportation Master Plan (TMP) for the Britannia Secondary Plan Area (BSPA). The TMP was prepared to guide multi-modal transportation investments and to reserve appropriate rights-of-way for the future road network to accommodate the planned development.

The transportation planning work entails a multimodal analysis to ensure viable transportation options for pedestrians, cyclists, transit riders, automobiles, and goods movement. An initial Transportation Master Plan was prepared for the BSPA in 2022. Since that time, the population and employment forecasts have risen, and the horizon year has shifted from 2031 to 2051. This new TMP has been prepared to reflect the higher forecasts and the new horizon year.

The Britannia Secondary Plan Area is located on largely agricultural and rural lands in the southern portion of Milton, approximately 6.5 km south and east of Milton’s historic town centre and is west of the Trafalgar Corridor Secondary Plan Area and southeast of the Boyne Survey Secondary Plan Area. Major roadways that bound and intersect the BSPA are Britannia Road, Thompson Road South, Third Line, Fourth Line, James Snow Parkway, Fifth Line, and Sixth Line.

This Notice of Completion (NOC) is being issued to advise the public and interested parties of the results of the TMP and to invite review and public comments on the study, in accordance with the Environmental Assessment Act. The NOC places the Transportation Master Plan Update on public record for a 30-day review period beginning April 1st, 2026 and all comments are requested by April 30th, 2026.

If concerns cannot be resolved through discussions with the Town, a request to the Minister of Environment, Conservation and Parks for an order imposing additional conditions or requiring a comprehensive environmental assessment may be made on the grounds that the requested order may prevent, mitigate, or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests should include your full name and contact information. Please visit the ministry’s website for more information on requests for orders under section 16 of the Environmental Assessment Act. Requests should specify what kind of order is being requested (additional conditions or a comprehensive environmental assessment), explain how an order may prevent, mitigate or remedy potential adverse impacts, and can include supporting information.
