The Agerton Secondary Plan and Trafalgar Secondary Plan areas are a part of Milton’s next phase of growth and development. A proposed major transit station is identified within the Agerton Secondary Plan near Derry and Trafalgar roads.

These areas are being planned together to achieve the vision of a transit-supportive corridor with mixed-use intensification. This area is separated from the Town’s existing urban area by the Sixteen Mile Creek valley. This is an opportunity for higher density development and taller buildings that contribute positively to the Town’s overall urban structure.

The secondary plans for these areas will establish a detailed planning and policy framework that will guide future development and building a complete community.

Status updates

Trafalgar

Milton Council adopted the Trafalgar Secondary Plan on March 25, 2019, and it was submitted to Halton Region for approval. Halton Region approved the secondary plan with modifications in September 2022. The secondary plan was subsequently appealed to the Ontario Land Tribunal. The Ontario Land Tribunal fully approved the secondary plan on July 22, 2024. The Trafalgar Secondary Plan is now in effect.

In accordance with the policies of the Trafalgar Secondary Plan, a tertiary plan will need to be submitted to the Town and endorsed by Council before any development applications for the area will be approved. The tertiary plan is a landowner-led submission. An information session on a draft Trafalgar Tertiary Plan was held on June 19, 2025. It is anticipated that the final Trafalgar Tertiary Plan will be brought forward to Council in late 2025. The Tertiary Plan was endorsed by Council on Dec. 8, 2025 through Staff Report DS-070-25. Agerton

Since 2022, several changes to provincial legislation and policy have affected the Agerton Secondary Plan. The Town is reviewing and updating the draft plan to reflect these changes, as well as comments received since the July 2022 statutory public meeting. 

An updated Draft Secondary Plan is available for public review. Following consultation, the Town will update the plan and present a final version to Council for adoption. Once adopted, the Agerton Secondary Plan will be sent to the Province for approval. 

Community engagement 

Public meetings for the Agerton area were held in January 2019 and July 2022. An updated concept was shared at an open house on May 27, 2025, outlining key changes since 2022.

Drop in to learn about the existing conditions in the study area and the updated Secondary Plan, which will also be presented to Council at a Statutory Public Meeting after the PIC. Attend, ask questions, and share your comments with Town staff and the project team. 

Section 26 Special Meeting and Statutory Public Meeting 

Monday, March 16, 2026, 7 p.m. 
Milton Town Hall (150 Mary St.), Council Chambers 

The Section 26 special meeting of Council will discuss revisions that may be required to Milton’s Official Plan. 

The purpose of the Statutory Public Meeting is to: 

  • Present an updated preferred land-use concept based on comments received. 

  • Discuss community elements such as housing, retail, parks, school, and roads. 

  • Gather feedback to finalize and complete the Agerton Secondary Plan.
