Halton Catholic District School Board and Town of Milton

The Halton Catholic District School Board, is requesting a Temporary-Use Zoning By-law for Jean Vanier Catholic Secondary School located at 1145 Bronte Street South. The purpose of the application is to permit up to 60 portables on the property for a maximum of three (3) years (until 2023). The Temporary-Use Zoning By-law is required to reduce the minimum number of required parking spaces per classroom on site in order to temporarily permit an additional 22 portables on the property. The site currently contains 38 portables. The applicant is also proposing to provide parking off-site at Milton Community Park and Bristol Park while the school parking area is occupied by the portables. The use of the Town’s parking areas for this purpose will require the approval of separate Temporary Use By-law applications.

A Temporary Use Zoning By-law application has been initiated for both Milton Community Park at 805 Santa Maria Boulevard and Bristol Park at 920 Kennedy Circle to accommodate the parking displaced from the school property by the portables (Z-08/20). The application also proposes to reduce the amount of parking required by the school as a minimum of 98 off-site parking spaces are required but a combined total of only 52 surplus parking spaces are available at both parks. The Temporary Use Zoning By-law application will have the effect of reducing the minimum number of required parking spaces for each park to permit parking for the School. No expansions to the existing parking areas are proposed.

OPG Derry Green Lands Inc. has submitted a subdivision, local official plan amendment and zoning by-law amendment to enable the development of a Prestige Business Park.

 Current Status

In accordance with the provisions of the Planning Act, a complete application has been received by the Town of Milton’s Development Services Department by OPG Derry Green Lands Inc. for a proposed Draft Plan of Subdivision, Local Official Plan Amendment and Zoning By-law Amendment for lands located at 6390-6400 and 6548 Fifth Line (Subject Lands).

The Applicant is also undertaking Phases 3 and 4 of the Municipal Class Environmental Assessment (MCEA) planning and design process for the extension of Louis St. Laurent Avenue from James Snow Parkway to Fifth Line, which is an approved process under the Ontario Environmental Assessment Act. It was previously identified that the Applicant was integrating the MCEA planning with the Planning Act applications however, since commencement of this study it has been determined that two separate processes may be more effective. As such, Phases 3 and 4 of the Municipal Class EA process for the extension of Louis St. Laurent will continue independently of the Planning Act applications.

The Municipal Class Environmental Assessment (MCEA) Requirements is being carried out in accordance with Phases 3 and 4 of the planning and design process for Schedule C projects, as outlined in the Municipal Engineers Association’s MCEA document (October 2000, as amended in 2015). Phases 1 and 2 of the MCEA process were addressed as part of the Milton Derry Green Corporate Business Park Secondary Plan  and the Town’s 2018 Transportation Master Plan, which identified the need for an extension of Louis St. Laurent Avenue through the Subject Lands. As such, this study will fulfill the remaining Phases 3 and 4 of the MCEA process for Louis St. Laurent using the Integrated Approach, as outlined in Section A.2.9 of the MCEA document, which combines Planning Act and Environmental Assessment Act requirements. The proposed extension of Clarke Boulevard is not a Schedule C undertaking and is therefore not subject to the remaining phases of the MCEA.

The applications are now being circulated to Town Departments and Agencies for technical review.  No decision has been made regarding this application.   During this review the Applicant will be hosting a public information session to provide details of their proposed development.  The public information session will also provide an opportunity to review and provide your feedback on the evaluation of alternative designs for Louis St. Laurent Avenue, the recommended design, potential environmental impacts and proposed mitigation measures.

Notice of the Statutory Public Meeting will be given in accordance with the Planning Act requirements.  The Statutory Public Meeting will be scheduled along with a public information session where members of the public will be invited to obtain information, make a verbal presentation and/or written submission, to identify issues of concern and/or express views in support of, or in opposition to, the proposed application at the Statutory Public Meeting only.  Once the technical review is complete, a recommendation report will be presented to Council.
