An electric kick scooter (e-scooter) is a two-wheeled, battery-powered vehicle with handlebars and a platform to stand on.

Rules for e-scooters 

E-scooters cannot be operated on public property in the Town of Milton.

This includes: 

  • Public streets 
  • Sidewalks 
  • Bicycle lanes 
  • Trails and paths 
  • Parks 

Transit

E-scooters are not permitted onboard Milton Transit buses or on bike racks.

E-scooter use in Ontario

A limited number of Ontario municipalities have opted in to the Government of Ontario’s e-scooter pilot  program which allows municipalities to choose where and how e-scooters can be used. The Town of Milton has not opted into the pilot program and therefore, e-scooters are not currently permitted to operate on public property within the municipality.

Under the Ontario pilot program, children and youth age 15 and under are not allowed to use e-scooters, even in municipalities where e-scooters are permitted. 

Enforcement 

The Town of Milton may issue penalties under the Town’s Parks By-law if a Municipal Law Enforcement Officer observes someone using an e-scooter in a Town park.

Safety considerations

Risks for children and youth

Children and youth may be at higher risk of serious injury when using e-scooters. SickKids reports that factors such as speed, lack of helmet use, young age, and interaction with motor vehicles can increase the risk of serious injury from a fall or collision. Families are encouraged to educate themselves about the risk, review local rules and manufacturer safety instructions before considering the purchase of an e-scooter.

Battery safety

E-scooters use lithium-ion batteries, which can pose fire and safety risks. They must be stored, charged, and handled safely. Learn more about lithium-ion battery safety.

E-bikes

E-bikes are permitted on public roads in Milton, but they are not allowed on sidewalks, trails, or in parks.

Before riding an e-bike, keep the following rules in mind:

  • You must wear a helmet while riding an e-bike. 
  • You must be 16 years of age or older to ride an e-bike. In Ontario, it is illegal for people under the age of 16 to ride on and operate an e-bike. 
  • When purchasing an e-bike, ensure it meets all applicable Ontario provincial safety and equipment requirements. The Town does not have the authority to regulate the sale of e-bikes.
